Dispute Avoidance covers the structures that fix a transfer pricing position with the tax authority before a controversy starts: APAs (unilateral, bilateral, or multilateral), advance rulings, and cooperative compliance programmes. The output is a binding or near-binding pre-clearance the file carries forward.

An APA is the single most defensible position in TP. A bilateral APA also fixes the position on the other side of the border, removing double-taxation risk. The cost is the negotiation; the value is years of audit certainty.
